That dog glanced over at the person filming so many times to kinda ask for help. I won't assert knowledge of why help wasn't rendered, but if it could reasonably have been and there wasn't a good reason not to, it should have been.
I love how we just watched every synapse and possible brain cell being used to maximum capacity. My golden would sit there and look it at the ball, trying to use the force to bring it in.
If I were the dog's person I would get the ball back to the fence if it rolled too far away but otherwise let them keep trying to get it. It works their mind and makes them feel good when they solve little puzzles like that. If it was clear that it was more frustrating than fun, then give them the ball.

Had a black lab/golden retriever mix growing up, he was absolutely this dog. He didn't care about the 7 tennis balls laying around the living room, he hyperfixated on the one that he spotted under the couch that he couldn't get to. THAT was the most important one.
We used to say his motto was "He who dies with the most toys wins."
