Probably the kind of monster who picked up the ball a few hundred times and is trying to teach the pupper to be more independant. I threw my back out from picking up toys the puppers 'lost'. Now they can get them themselves even when I'm not at home, saving them the agony of having to wait for their human to continue playing

If I were the dog's person I would get the ball back to the fence if it rolled too far away but otherwise let them keep trying to get it. It works their mind and makes them feel good when they solve little puzzles like that. If it was clear that it was more frustrating than fun, then give them the ball.

Had a black lab/golden retriever mix growing up, he was absolutely this dog. He didn't care about the 7 tennis balls laying around the living room, he hyperfixated on the one that he spotted under the couch that he couldn't get to. THAT was the most important one.
