It was dry, but the kit said wash the piece before each new sandpaper level
Maybe the resin reacts different than epoxy? You could try (on a practice piece first) to cover them in a high gloss polyurethane for shine
I found a sandpaper kit that had various grits all the way up to 5000. Most of the progress happened 1000 and up

Try car wax and fine sandpaper on the skulls. Works on epoxy resin. That or tobacco and cheese
