A 737 Max to be specific, on earlier versions there is a mechanical computer between the two hydraulic tanks that combines the roll input from the control yokes and the speed brake position to control the roll spoilers. The Max uses fly by wire for the spoilers.
2/2 Constellation would have been a slower plan B, to have the same range at lower speed they would need more storage bays and volume inside
This also works with the Constellation class using Refit style parts, with the Constitution Refit as a stopgap for the Excelsior the 1/2
