You might see "100mbps internet" subscriptions turn into "100mbps premium internet" where premium being sites paying to be fully accessable, while sites not paying are throttled yes. (For this to work the big internet providers would have to agree on stuff, which here in Europe would be misuse of power and illegal)

There's a way to "be nice" here that doesnt involve any danger. Spot the situation early and take your foot of the gas, so the red car can turn before you get to the intersection. Pro: cars behind you wont collide into you as there's no braking involved and you get to speed up again in speed, saving fuel. Con: the red car wont necessarily notice you did it a favor so you wont get the good feeling being noticed doing a favor
