Turns out the description I gave was good enough, and the movie in question was Lightning Jack! Specifically a cool scene right at 58m 2/2
I legit thought that might’ve been that movie and couldn’t find a version of it to watch. Another user did find what I was looking for 1/2

From what I remember, I don’t recall it being really old and grainy like a 70s movie would’ve been on vhs back then, hence I think 90s 2/2
