It doesn’t matter how fake they look. He’s actively and intentionally passing it off as real money. That’s distribution of counterfeit money. No service has to take place. You could argue the “service returned” in a charitable context is the person receiving it being alive and well. Which is effectively what charity to homeless people is.
Also consider homeless people tend to have lower literacy, and could also be foreign. It’s not so easy to say “well anyone should know it’s fake!”

The difference between town, village, settlement, city etc is completely arbitrary. But what is in question is not wether it was a city. As you said, people call it whatever they wanted in the region at the time, but I’d be hard pressed to believe anyone around at the time called it any kind of settlement after the eruption, because whatever it was, it WAS destroyed. Even if it was completely intact, above ground, but the people were dead, and it could not be reinhabited, it was destroyed

A city is not its structures, but the people who populate it, and its economic and cultural impact on the world around it. So yes, Herculaneum was destroyed, though it’s structures remain

Or it’s just someone pointing out that for every flaw English has, there is an equally awful flaw in these other languages, but they are usually considered “unique” instead of “flawed”. But for English, it’s always just a flaw.
