To add to what others have said, he's a career politician who has recently rebranded himself as being "for common sense". Full of slogans and merch, lots of fuck-Trudeau, not a trace of policy to back up his words on how he'll do things differently. Won't shut up about the new carbon tax needing to go away, which hardly affects citizens but would really help businesses. Takes $ from groups openly wanting to strip abortion rights. Would be funny if he weren't so popular rn.

If we try to ban it for everyone, we can easily ban it for kids." To which another rep says yeah man while I agree, let's talk offline about being tactful with our words.
Ok, so in this clip you chose the minister not only says that individual content creators are not the target at all and but explains how, like I said, the next step now is to create more specific policy with the CRTC. The opportunity to fix is not over, it's the next step bud.
That said, depending on what media we consume sometimes we get different sides of a story. So maybe your experience is that you are seeing change be refuted, and I'm not. Both can be true.
Which is, in my experience with following along how policy gets passed in this country, pretty standard. I'm trying to think of an airtight bill that hasn't had amendments to it, and am coming up short. They typically get iterated over time and improved upon to keep in line with the spirit of the bill. I haven't been seeing politicians "refuse" change, but rather frame it as a next step.
