I'm taking a highway design course and that's false. Accelerating in a curve is not fun and dangerous. The merging lane is for accelerating.

All underground services in Ontario are formed with rebar, so I would imagine it's the same for many other developed countries
Rebar does many things. Yes rebar has a high sensile strength unlike conc. like you said. Conc. is brittle and needs the rigidity
That wouldn't happen if there was weld wire mesh (rebar) in that concrete
