The 48.4 mil is for section 241 of the Public Health Service Act, not specifically geared towards guns, but public health in general.
I agree that my language was not correct. But there is no federal funding program for gun violence research as far as I know.
My choice of language there was not great. I think the overall effect was underfunding of gun violence research at the federal level.
A cultural phenomenon is one possibility. I am not sure how to demonstrate this one way or the other.
