The joke is that it’s a questionably executed but great idea based on the well-established narrative that genies will always technically grant your wish with an unforeseen negative twist? I’m not on your level, man.
The devil/evil geenie would always make sure the outcome of a wish isn't what you intended while still technically granting your wish. However his wish isn't to go back in time. He wishes he COULD go back in time. I don't know if the devil is technically granting his wish. Cool idea though.
After looking at similar videos and also slowing this video down I can't find anything to support this is sped up. Why do you think it is sped up?

Paper bags are worse. One of the only good options I believe is reusable plastic bags. Not fabric.

I repurpose all my plastic bags for trash. So I'll have to buy plastic bags no matter what. Im not special. Paper/cotton bag is even worse.

Reusable plastic bacs are the best I seem to remember. Other bags are usually much worse, including paper.
