restrictions on a right are not the same as things which do not fall under the definition of that right. For instance, you do not have the right to trespass even if your purpose is to exercise free speech.
Time-place-manner restrictions legally apply to the First Amendment, so if they were protesting in a way that violated one or all of that trifecta test, then the arrests were legal per First amendment law.

I feel compelled to downvote for inaccuracy; the text under this implies he justified shooting protestors; but the article quotes him saying violence would be met with violence, not protests would be met with violence.
Can something be both "a fact" and "possibly"?
