Good news is that all the waste is 100% recycled and made into new paper, so it’s not as wasteful as it seems.
Paper is also not perfectly square/sized and changes with temp/humidity so cutting is required to get it perfect.
Presses can’t print to the edge of the paper without getting ink everywhere. Outer edges are fir image bleed and registration marks.
Most printers have records of the codes read and the mismatch should have triggered a reject. Gov should be able to track the impact to fix
That square barcode is the match mailing code that should have been read and matched during envelope inserting at the printer. 1/2
