I'm honestly pretty stumped. It doesn't look like any of the pests common to this type of plant. What kind of damage is it causing?

FYI this isn't necessarily true with backyard birds. They'll be able to find food whether you feed them or not.
Have you tried safflower seed? I've heard sparrows won't eat it but other birds will.
