It is genocide. A significant part of the rhetoric in Israel is genocidal. Their war criminals with that purpose are not being adjudicated. Israel's methods have been consistent with genocide as investigated by the UN.

It's a democracy. It's a representative democracy as opposed to a direct democracy. Most democracies are republics. Essentially, the ones that aren't republics are constitutional monarchies.

West Germany, officials and veterans that were part of Bundeswehr's military structure weren't involved in the formative stages of NATO in whatever case. NATO is rooted in liberal democracies and a state such as Francoist Spain wasn't admitted.
