30-year New Yorker here. They offer snow shoveling jobs every big storm. Clearing sidewalks are the job of the property owners, but the corners always get backed up with slush from the plows and the sidewalks converging at the same place and compounded by blocked drains. Hiring civilians is nothing new. Paying them an actual emergency wage is.
