That is a bad parts to whole argument. The language is Germanic. Having Romance roots in vocabulary does not make it not Germanic now.

The way we measure it: pretty much just 'it is X or Y' rather than percentages. English is a descent of Proto-Germanic. It is 100% Germanic.
