I'm pretty sure you could with Chapter Tactics. I'd have to look through old codexes, I'd be shocked if 5th game more flexibility than 4th.

Old white scars rules gave them turn one reserves. Kult ov Speed and a few other armies could get some, but no-one did it like White Scars.
