Its possible. The problem, as I understand it, relates to people buying investment properties and rentals messing up the market. I'm buying homes for my friends to own as individual families so they no longer rent. I'm not trying to pay over value, profit from the sales, or retain ownership of the properties.
There are income based homes for sale in Duluth now. Sale prices are 80k lower for qualified first-time buyers. Funding is available for down-payments as well. It's not all this legislation, but we are seeing a mix of income assisted sales and huge investment property prices all over town. It's funny. I'm trying to buy a few houses for my chosen family, and this is preventing me from purchasing certain homes. So I'd say it works but isn't wide spread enough to slow the investment market.

I feel this shit in my tattered soul. I'd like to sit with my grief. The problem is in the last 5 years. I've lost 14 friends and coworkers (none to covid). 2 years ago my best friend of 23 years passed suddenly. Last October my mom lost her 5 year battle with dementia. And now my dad is in the hospital with 3 cancers and Parkinsons. So I'd like to sit with my grief. If life would give me a moment to rest.
This is a serious thing in MN. There are tons of people of Scandinavian heritage. Also, norse nazi churches. You don't always know who's who. Usually, it's not hard. I'll be honest I have rune tattoos, and atleast one is on that first list. I'm also visibly trans and mixed indigenous. I've even had my farm shot up by the nazis up here. Despite everything, I have no choice but to assume those are hate symbols for my own safety. Everyday.
IMO You are correct it is a learned behavior. The tampon dispenser vandalism in a "boys" room. Blatant transphobic violence. There are no excuses in 2024. The boys will be boys excuse is played out.
