In order of increasing danger to the rescuer:
Talk: Remain on shore and guide/encourage them.
Reach: Remain on shore and use an extending pole to reach them.
Throw: Remain on shore and throw things that will help them float.
Row: Go to them in a boat.
Go: Swim out to them but do not make contact.
Tow: Swim out to them and keep an object between you.
Carry: Swim out the them and carry them into shore.
