So how does one practice for those two activities if that is the only allowed use? You have to think beyond your talking points.
Uh every range I've been to allows this. As long as you're not both shooting. Allows for subtle training/guidance from others.

Because stupid drivers is totally not a thing thanks to training/exams.
If we're going to outlaw stupidity, we're going to need a hell of a lot more prisons.
At a range it's pretty obvious who knows what they're doing, and who doesn't.
