This type of project takes more work than the public sees because the process has to be legally defensible and the people doing THAT work cost money. Meeting set standards, showing that in stamped drawings, etc. is necessary to protect public funds from enterprising lawyers. Expect these benches to be removed literally to save public tax funds.

MANY reasons. Restaurants would have to raise prices to cover increased wages and taxes on wages if they just pay a fair wage. This would make them less competitive *on the menu* compared those who don’t. Additionally, many/most servers don’t report their taxable cash tips and prefer to have the untaxed funds. Lastly, the smaller amount of highly-tipped servers always acts against a flat wage to preserve their income under the guise of the lesser-tipped servers.
