List is just to make sure we get the same items on the local level. While two people in two areas get paid differently, what they get is
Rent, food shopping list, utils, internet, cell, and x% based on the former for other stuff. Idea is to get as objective as possible.
Thus if you base it of an objective list it will get you the equivalent cost of living from place to place.

I am too lazy to wait in line for an escalator. I am sometimes to lazy to wait for an elevator. So I take the stairs.

Laws shouldn’t be made on any belief. Should only be there if proven to be needed and implemented with everyone in mind.
