Be careful, fostering is a slippery slope. It starts with a couple dogs, then a litter of puppies. Next thing you know you're trying to fundraise for spay and neuter, food, property lease, etc for the rescue you accidentally created.

It's good that he's comfortable. But be consistent in setting boundaries, dogs perceive humans and our affection a resource and will become guarding or protective of it like any other resource. Let him be comfortable for now and reward it, but moving forward let it be on YOUR terms of invitation and not his. (It's completely fair to tell a dog to go away/lay down when they come to you and get into your space without your invitation, then invite them back once they do so.) ps: he's adorable

I didn't mean to come off as presumptuous as I did, there are definitely a lot of possibilities that could go into the problems your friend is having. I just want to alleviate your concern for feeling like you are abandoning him, as we cannot help someone who won't allow themselves to be helped or who won't help themselves. You're a good friend.
You're not abandoning him if you've offered him a job and followed up to ensure he doesn't miss an opportunity. If he misses out because he doesn't follow up then that's on him, and could even be an indicator of why he's having money problems.

You're a human with free will. So long as you're not doing it at the expense of another's safety and wellbeing do whatever you want, wear whatever you want. And if someone wants to come at you sideways and make it an issue, then make it an issue with them. Most people who go apeshit over nothing tend to wise up after they realize a dude in a skirt is less of an issue than a well placed fist to the chest.
