If I remember correctly, that's the rank for one of the four regimental commanders. The only higher position cadet is the First Captain who has a Star under the bottom Chevron. Usually outstanding performing individuals are picked for the more prominent positions.
The US Navy had dolphins for 2 different mission sets, anti-mine warfare, and anti-personnel warfare to protect the the ships from sabotage. I knew a guy who worked with the dolphins decades ago, and a prank the other guys would do to 'the new guy' was make him go to the bottom of an "empty" enclosure to check a passageway, and the occupant dolphin would usually try to sexually violate the trespasser when it found him.
