Which isn't a punishment. They use them to place officers into areas they're most effective at. Like any workplace.

Performance goals are simply a way to measure an employees effectiveness to perform their job. Impacts raises, etc. Incentive not punishment

Quota implies a penalty for not reaching the target. This is almost entirely not the case with law enforcement. They have performance goals.

This isn't an uncommon practice. It's not encouraged for untrained individuals. LE and MIL ranges do staggered shooting drills very often.

You don't know what the camera setup was. Could of been a relatively long lens on a gimballed mount. Camera guy could of been 20ft off. 1/2.
