Manufactures can put any date they want on food. The can say best before or consume before without any science behind it. Only baby food has a law stating that a date must be on it. That milk does require a date they just guess, candy is a guess. In the past food had no date on it and people would know when it was bad. I many a time got the milk out only to find it had started to spoil. No date just smell.
The date on food is made up by the manufacturer. The only food that is required by law to have a date indicating it should no longer be consumed is baby food. There is so much food waste because people don't know how to tell what is bad and what is good.

I say take the total out pocket a renter pays to the landlord for one year's occupancy. Divide that by occupying sq footage. Then take that number and divide it by the federal minimum wage. If the number is >1 <5 the landlord pays 10% housing on the total cost of year's occupancy. For 5 and > they pay 15%, this tax is insensitive to keep housing affordable and what funds are raised by the tax will help lower income afford housing.
