Look at the right side in the first few frames of the gif - the pedestrian walk light is illuminated.
He's very well lit - and if you watch the gif a little closer, you can actually see the pedestrian illuminated by the headlights of the car.
Take a better look - there's no advance phase left arrow, they're turning on a solid green with no oncoming.
If you can't see a pedestrian standing directly underneath a streetlight, moving across an intersection that well lit, you shouldn't drive.
In a marked crosswalk with a lit pedestrian crossing signal, check.
