Schooling, at least what I had, was nothing more than feeding you full of information to puke out on a test and never retain. I could not tell you 99% of anything that I learned in school because it was just a test-taking preparation event.
Because that only applies to a select few and they can control who can join, just like with what they're doing now.
I'm pretty sure that legality is not something that he cares about.
