There are plenty of single board computers that can dump arbitrary (software defined) signals out on the proper frequency range.
i might be underestimating how hard it is for a layperson because i work in the industry
tbf it requires some technical knowledge, you'd probably have to set it up. any software defined radio can get you on the right track.
you can buy them in the USA! you just have to know what to search for- because they can't *market them* as that. i have a few (for work)!
