Not just 'not costing a fortune', but 'without additional cost'; ie 'free'. Yes, people should pay taxes, so it's not exactly free, but no extra nominal charges. Public lands shouldn't have an access fee; for day/night use (12h/23:59h). If you want to stay a month, possibly a fee (because such a long usage prevents others from using it).
