I'd say the 2nd one ... and regardless, Brussels spourts are da booomb
it's the two pointy towers with the red roofs to the left of l'Eglise de la Chapelle, the first "big" church starting from the right.
you can actually see that section of the walls on the painting (kinda hard here)

Military harbour, can still be seen today:
