I get that it's a joke :) It looks like the whole T-rex is covered in pennaceous feathers, at the very least the tail.
2/2 to the extent pictured above. Also, as far as i know there are no evidence for pennaceous feathers in T-rex, only fuzz.
While shrinkwrapping is a thing and interesting to discuss, plaeontologists have ways to approximate a dino's weight, thus excluding fat 1/2
