Some of your settings must be wrong. I am working exclusively on Photoshop and InDesign for the past 20 years. Never had such problem.
You need to click INSIDE of the selection while holding CTRL and move... People these days...
I just tested. it works just fine. Make a selection, hold ctrl, move the selection and it moves the content of selection on current layer.
hold ctrl while you at it...
