It's not so much "if they were passed on without meeting requirements" but the fact that they didn't get the help they needed to meet requirements in the first place. They often just needed to have things explained differently or more personal/customized for their needs. And not just the requirements for this year, but all the years since they started struggling

I am convinced that a lot of /s comments are their actual beliefs, and they just slap a sarcasm tag on there because they think it'll make their comment immune to downvotes. Just like people go "It was just a joke" after their poor taste comment gets called out
