I haven't been to my Target in a year but last time I went the prices were still paper/sticker on the shelves and incapable of surprise dynamic changes like that. I could see dynamic pricing being a thing if you're using the checkout from the app but not in person via self-checkout or their cashiers.
If I'm already in the store, I'm not using the app so I wouldn't trigger any dynamic pricing in the first place. It's a waste of time.
