iirc you're still creating a large heavily concentrated location of salt wherever you put this plant, decimating sea life and any reefs in the area. which i think is the problem with most desalination plants, the salt waste. Where do you put it? the obvious answer is just anywhere that already has salt but then you have waste transportation logistics etc.
