They're basically the only content being put out. Blizzard makes a very big deal of them. They're also the only rewards.

These games sell to children. Additionally, it's insulting to the player, and very often dishonest. No need to protect the multinational.

It does help to normalize the practice but it being a roulette is also a problem IMO. Being pay to win or not has little to do with it.
