Oak galls are essentially "tumors" on oak trees created by a type of wasp, the gall wasp, that lays its eggs into oak buds, and the larva create these galls for shelter and protection. The larva are moving about within those galls, and that's what's causing them to bounce around like that. If you're familiar with "Mexican Jumping Beans", it's the same concept as far as insect larva within causing them to jump around.
