Order of operations uses left to right when doing m/d and a/s, neither is always first, it depends on the question.

He did, (2+1)=3. The 2 next to the brackets is not part of solving the brackets, it's essentially a multiplication sign and follows OOO.

Neither happen first all of the time, you do whichever is leftmost first. This happened to give you the right answer but you should know why

As an example, not everyone learns "pemdas" some people learn "bedmas" which puts division first and screws your logic.

The multiplication/division and addition/subtraction are not ordered, you do them left to right which equals 9.
