Cos those aren't even remotely synonymous terms.
The former is when, in a fictional story, a device/person/occurrence is fabricated to solve a plot point magically rather than logically/sensibly (e.g. a God [Deus] coming from the machine [ex machina] ie lowered down onto the stage of a play by crane, to solve everything).
The latter seems like what you mean, someone who has a title but isn't actually in control/power

#27 Well, the antidote is Fomepizole. Ethanol (like whisky/vodka) will keep your liver (specifically alcohol dehydrogenase) busy by binding it instead, to try to stop it converting antifreeze or methanol to its toxic metabolites. Fomepizole does that too, but with 8000x greater binding affinity than alcohol
