id say your chest and head will always be elevated, so you would always fill the tube water level to ~below your neck. as long as your knees dont go above that in a small tub they will also soak. or wouldn't you raise the water level to cover your chest/shoulders, no matter how your legs are positioned?
Greater length (and maybe width) would result in an increased water consumption to fill it up. It is more expensive for you and from a "water wasting" POV it makes sense to not "waste" that much water to get clean. I know an individual cant waste as much water as industrial processes etc., but that's another discussion.
