I feel like Jax is kinda like a method actor who forgot he's playing a character. He willingly accepts his role as "The Bully" because that grants him a stable point to keep his mind focused and build structure. In short he fell in line. The consequence free treatment of his antics is just a bonus that he gladly takes advantage of

Basically anytime one of the "asylum seekers" commits a crime they're are steps taken to try to hide the fact they are an "asylum seeker".
