My cat looks just like the one on the left, but has greener eyes and he is 100% mix cat from shelter.

That's common in small breed dogs. Many of them have crowding/misalignment which end up leading to dental disease. This dog clearly 1/2
At my job I do a lot of dental cleanings on cats. My professional opinion is that they are the stoopidest teefers.

That is the perfect environment for an Aussie. I bet that dog is the happiest dog.
Aussie temperament: extremely active herding/working dog. Love to hike or run, then this is the right dog. Otherwise they get neurotic.
Look into pet insurance. There are a few good companies out there that can be a literal life saver in these situations.
I'm a team lead and 75% of the things I have to talk to people about are situations like this...
Actually, I'm pretty sure that is just the way some people work. Right and left both are guilty of this.
@OP for cats that have overgrooming/neurotic issues Prozac can be really helpful. You may want to consider asking your vet.
@OP is your kitty 4-5 months old? If so, it's a baby tooth that is falling out. If your cat is an adult, it needs to be taken out by a vet.
