I live about 350km from the epicenter. In some places close to it the earth moved 1.3 meters. It was huge! Japan has the best earthquake preparedness in the world. Other countries need to take note.

Yeah, if you're super close to the epicenter then there isn't much of a warning. It has to do with P and S waves. You can look it up.
As someone who lives in Japan, yes we get an early warning. It's broadcasted to phones usually 5-7 seconds before noticable shaking starts.
