Indeed. Outlaw almost completely caps out reload speed. I guess it's fine to have for non precision kills, but I'd literally never use it.
In Bungie's Destiny, there's a revolver of the same name that does the same thing. Increased headshot damage when firing from the hip.

In HS, my junior year, I got a fast food job to help my parents get their bills paid. I got a $100 tip one night and was sent home crying.
My mom loves it when people speed past her recklessly just to end up right next to her at a stop light. I love how happy it makes her.
It's even funnier since it'll be like "yo, can I borrow some tape," and all 50 people ignore it.
