My house was originally built in 1880. There have been at least 3 additions to it since then, with the last one being likely in the early 50s. The choices and quality of building is basically exactly like this.

Likely stippling. He 'could' be doing chasing or repoussé, but it looks like he's working on a flask, and hollow stuff is obnoxiously difficult to do that on.

One thing you could do is take it to a jeweler and have them rhodium plate the inside of the ring. It's a plating that's very often used on white gold to make it super white, and has the added benefit of being hypoallergenic. I've done this 100s of times on rings that don't get along with people's body chemistry. Might cost you 100 bucks or so, and, tbh, it might not work, but it's an option to consider.

It all depends on how good you are with a torch. Through a LOT of practice, you can get to the point where you can melt/fuse the tiniest little spot without melting anything around it. I personally can, but I've also been doing this for 20 years....

1st is pickle (acid bath that is essentially just pool acid), to remove oxidation from heating, second is just a water rinse, 3rd is a magnetic pin finisher to tumble it around and shine it up a bit.
