How did you differentiate between pr and good will?
Good behavior encourage good behavior. It's a cycle. Same goes for bad behavior.
So if a celebrity does something good it always must be for good pr?

Situation in Syria is way more complicated than that to just make it like usa intervention is a solution for peacekeeping

They staged couple chemical attacks in hope to get foreign support etc. Basicly a propaganda machine.
Most media broadcast from rebel controlled area steam from them. they are front line medics for fighting soldiers not civs.
Front line hospitals were not used by civilians but by "rebels" and everything was portrayed by white helmets as "these poor civilians".
Russian and Syrian tactics through out of the war showed better handling of urban combat compared to the US e.g in raqqa
Bomb cost money they don't target them specifically . Civilians casualties are part of every war. Sad but true.
Don't forget they have an active navy base in Syria . Access to a strategic sea. And they are only Syria, Not the whole region.
