The United States literally has a population of hundreds of millions. A hundred pages of black and white text without photos would cost $10 to print, rounding up from $9.45. To mail each person a basic copy of Kamala Harris' plan would cost 3 billion dollars based off of the paper alone - and then there is nothing stopping someone from making bogus versions of it.
