Lived in Laramie WY for seven years. Can confirm. Zero metro areas over 100k and very few multi story buildings. Albany county has like 33k people and 32k live in Laramie. It's all cattle ranches, plains, and mountains. Amazing place if you just want to be left alone.

The tanks are underground and have emergency shut off valves buried with them to isolate them from the surface. They're pretty safe there. You also need oxygen to mix with the gas to make it explosive instead of just burning so as long as it's liquid and sealed away it won't explode
Madison is an awesome town and has an incredible amount going for it. Its an absolute under-the-radar gem of a place to live. I grew up an hour away and would move back if jobs ever permit.
