if you look after the homeless, they can get jobs, become self-sufficient, then you don't have to look after them anymore, and you don't have homeless people to need to look after anymore.
doesn't matter who's writing when there's a set list of rules every story must follow, so the writers are limited to whatever is acceptable for whatever this nebulous "modern audience" is... writers don't have the freedom to write.
